COMUNICATI STAMPA ANSAMED

UNIONE MEDITERRANEA: INTESA IN VISTA SARKOZY-MERKEL
(ANSAmed).

MEDITERRANEAN UNION: SARKOZY-MERKEL SIGN AGREEMENT
(ANSAmed) - HANOVER, MARCH 4 - German Chancellor Angela Merkel and French president Nicolas Sarkozy said they reached a "compromise" on the ´Mediterranean Union´ yesterday and will reach another agreement on reduction of CO2 emissions by cars within the European Union. The announcement was made at a joint news conference of Merkel and Sarkozy soon after both leaders visited together the global electronics fair CeBIT, which will be opened in Hanover tomorrow with a speech by European Commission President Jose Manuel Barroso. "We reached a compromise on the Mediterranean Union that we both want and that will not exclude anyone," Sarkozy said. "We agree because this is a project of the EU states," Merkel said. As regards to the CO2 emissions, the German chancellor said that "a deal is envisaged with France on the European targets to reduce carbon dioxide from cars". She added that a top level working group would be set up on the subject. Sarkozy for his part said there would be a "common position from France and Germany in the coming days", adding: "We couldn´t find more different positions than those of France and Germany" on this issue. At the end, the two governments continue to oppose an eventual separation of electricity production and distribution, promoted by Brussels. (ANSAmed).

(ANSAmed).

EU: SUMMIT; SARKOZY LOOKING FOR ´YES´ TO MEDITERRANEAN UNION
(ANSAmed) - BRUSSELS, MARCH 12 - The project for the Union for the Mediterranean arrives for the first time at the table of the heads of state and government of the EU who, during the summit scheduled for tomorrow and Friday in Brussels, will discuss the idea launched by French President Nicolas Sarkozy. It will be up to Sarkozy, once and for all, to reveal to the leaders of the 27 member states the details of his proposal, which, at the current state, is still an ´x-file´, a project of which everybody knows, but which nobody could describe with clarity. Lots are the doubts and few the certainties, most of all because the devisors of the new creature (no term can be used to describe it, given the fact that its nature is unknown) have not spoken of it at length on the official occasions. Since the beginning Sarkozy has preferred the rooms of the foreign embassies to Brussels´s squares, since he entrusted to Ambassador Alain Le Roy the task to promote the idea and collect consensuses by going in person from one coast of the Mediterranean to the other. And in less than a year, Le Roy brought home the ´yes´ of 23 coastal countries out of 25. Lebanon and Syria have not responded to the appeal yet, but Israel is in, as well as Libya, two countries which, however, never joined the Euro-Mediterranean partnership launched in 1995 within the Barcelona Process. In EU territory, the Union for the Mediterranean immediately found fertile ground in Spain and Italy. During the summit last December, Italian Prime Minister Romano Prodi and Spanish Prime Minister Jose Luis Rodriguez Zapatero assured their support for Sarkozy. Germany, however, contested the project: for the Germans a union excluding the non-coastal European countries is unacceptable. The opposition of German Chancellor Angela Merkel made Sarkozy review his initial idea, and the ´Mediterranean Union´, which would have included only the countries with an outlet to the sea, was changed to the ´Union for the Mediterranean´, or a group of states which, independently of their geographic location, have as a primary interest the collaboration with the southern coast. The latest rumours have it that the latter will be the proposal that Sarkozy, following the reached compromise with Merkel last week, will present during the summit right along with the German chancellor. If the project appeals, the president will be able to go on and determine those who will participate at the official launch of the union, which is scheduled for July 13 in Paris. The means of financing remain among the main issues to clarify. If the Union of the Mediterranean chooses to count on the European funds, it will need the unanimity of the 27, which will be hard to obtain with the United Kingdom, which already made it clear that it does not want to spend "not even one extra penny" in the EU policies.(ANSAmed).

UNIONE MEDITERRANEO: IDEA SARKOZY CAMBIA NOME E INCLUDE UE
(ANSAmed).

MEDITERRANEAN UNION: SARKOZY´S IDEA CHANGES NAME,INCLUDES EU
(ANSAmed) - BRUSSELS, MARCH 12 - It will be called Union for the Mediterranean, everyone can become member of it and it will pave the way for the Barcelona Process, the partnership with the Southern Mediterranean which the EU established in 1995: the proposal of French President Nicolas Sarkozy has been presented with some more details in order to be discussed tomorrow night by the EU heads of state and government. The draft proposal presented in Brussels, result of the German-French compromise reached last week, clears some aspects which so far have been top secret: the new union will replace the Barcelona process but without destroying it because the European policies for the South Mediterranean will remain more or less the same, revived by the new interest. The Mediterranean Union will have two presidents, one from an EU member state and one from a South Mediterranean country, for a two-year term. As for the funding, according to the proposal which will be discussed tomorrow at the summit, the union will count on private funds but will also have access to the funds available for regional cooperation, currently carried out by the Barcelona process. However, EU member states are preparing to contest this last item. (ANSAmed).

(ANSAmed).

PRIZES: SARKOZY WINS ´MEDITERRANEAN INSTITUTIONS 2008´
(ANSAmed) - NAPLES, MARCH 12 - French President Nicolas Sarkozy won the prize ´Mediterranean Institutions 2008´, it was announced in Naples by Michele Capasso, president of the Mediterranean Foundation, at the presentation of the Mediterranean section of the book fair Galassia Gutenberg (ANSAmed is partner of Galassia Gutenberg). The event will take place at the Maritime Station from March 28 to 31, and will focus, among other topics, on the Palestinian culture. In Capassòs opinion, ´Sarkozy believes that dialogue is an essential tool to unite peoples and cultures´. The news of the prize came on the eve of the opening of the Paris book fair, where the controversies on the boycott by Arab and Israeli writers allegedly prompted the French President not to participate. "The Mediterranean Foundation, which has been operating for 15 years in favour of dialogue, as head of the Foundation Anna Lindh for dialogue, and institution with a statute of participant in the European Council for social and cultural interaction in the Euro-Mediterranean area, sees in Galassia Gutenberg, already awarded in 2007, a privileged place for dialogue, because despite the problems which affect Naples, it was able to host in an intelligent and balanced way the different actors of the dialogue between cultures and civilisations. The monothematic labels are not suited for book fairs, which have to be based on the value of the different plural identities", Capasso remarked. The Mediterranean section of Galassia Gutenberg was organised by Arab world expert Isabella Camera d´Afflitto, who will present the volume ´One Hundred Years of Palestinian Culture´, with writer Mourid Bharguti and Eric Salerno. "Three years ago we opened a space for dialogue with the Mediterranean countries, and in particular with states such as Egypt, Lebanon, Palestine and Israel, and we hosted writers, intellectuals and important personalities of the Arab and Mediterranean culture, who expressed themselves in favour of dialogue, democracy and free circulation of information, and paid for this also with their life, as in the case of Samir Kassir, Lebanese intellectual and peace representative in Naples, tragically assassinated in Lebanon", Maria Liguori, organiser of the Naples book fair, explained. (ANSAmed).

MEDITERRANEAN UNION: EU COMMISSION FULLY SUPPORTS PROJECT
(ANSAmed) - BRUSSELS, MARCH 13 - The European Commission "fully" supports the idea to create a "Union for the Mediterranean", in accordance with the joint proposal which French President Nicolas Sarkozy and German Chancellor Angela Merkel will present tonight at the EU summit. "We fully support the proposal for a Union for the Mediterranean," European Commission president Jose Manuel Barroso said today. According to Barroso, this would prove to be "a very good idea" if "all member states of EU are engaged in it". The proposal to establish a Union for the Mediterranean, as defined following the compromise between France and Germany reached last week, will be discussed by EU leaders at a European Council meeting tonight. (ANSAmed).

(ANSAmed).

MEDITERRANEAN UNION: SARKOZY´S IDEA GOES AHEAD AMONG DOUBTS
(ANSAmed) - BRUSSELS, MARCH 14 - The Union for the Mediterranean, the idea launched by the French President Nicolas Sarkozy, gained only one large consensus, the one of the European Commission, while many doubts were expressed by the member states which, even though they agreed on giving more attention on the Mediterranean, plan to make use of the already existing policies. The heads of state and government discussed the proposal last night at the opening of the summit, on the basis of the document presented by Sarkozy and German Chancellor Angela Merkel, after the agreement which they reached last week and which gave a new name to what President Sarkozy initially called ´Union of the Mediterranean´. Yesterday the French and the German leaders presented to their European colleagues the ´Union for the Mediterranean´, that is a club of governments which might be joined also by the countries of the southern coast of the Mediterranean and the European ones, whether they face the sea or not. The new Union will have two presidents in charge for two years, who will represent both the northern and the southern coasts. But the new creature will not take the shape of an institutional body because the European Union does not want ´twins´ . "It is good to strengthen the policies for the southern coast, but there is no way the new Union will have an institutional body", Hans Gert Poettering, president of the EU Parliament, said today at the end of his meeting with the European leaders. If Spain and Italy have been among the supporters of the new Union since the beginning, the British stand out among the sceptics and after announcing that they do not intend to spend "even one extra penny" on the European policies for the south, they informed yesterday through Foreign Minister David Milliband that they are satisfied of EuroMed and ready to strengthen the already existing structure. A few doubts were expressed also by the Slovenians: according to Prime Minister Janez Jansa there is no need for "parallel structures to the EU", while for Luxembourg´s Prime Minister, Jean Claude Juncker, the new Union should not be in conflict with the existing structures. On the front of the supporters, without reserves, there are Croatia - yesterday Prime Minister Ivo Sanader gave his full backing - and 23 (out of 25) countries of the southern coast, including Israel and Libya, which did not belong to the EuroMediterranean partnership and including also Turkey, which overcame its initial resistance due to the fear that Sarkozy was planning to barter its adhesion to the new Union with the adhesion to the EU. But if the 27 countries are sceptical about the birth of a new bureaucratic organisation, they agree instead on the need to revitalise the Barcelona process and the Union for the Mediterranean seems to satisfy this need. The original idea of Sarkozy, the one launched almost one year ago, which its detractors deemed ´Club Med´, can anyway rely on the support of those member states which have many interests on the southern coast (Germany, Spain and Italy mainly) and Sarkozy is going ahead, confirming the appointment of July 13 in Paris, where the new Union will be officially launched. (ANSAmed).

(ANSAmed).

MEDITERRANEAN UNION: SARKOZY, PROJECT NOT WATERED DOWN
(ANSAmed) - BRUSSELS, MARCH 14 - French President Nicolas Sarkozy denied that his project for the establishment of a Union for the Mediterranean has been watered down. "It is not true that the original ambitions have been reduced," Sarkozy told a news conference in Brussels. "The final version is certainly the result of a compromise because it is difficult to make Europe without compromises." The French President admitted that there is still "a lot of work to be done". The leaders agreed on the frame "but not on the agenda", admitted Sarkozy, recalling the difficulties caused by the Israeli-Palestinian conflict and the still unclear role of Turkey. "We have made the first, very important, step. The decision to approve the Union for the Mediterranean is good news for the entire Europe," he said. Sarkozy praised Spanish Prime Minister Zapatero and Italian Prime Minister Prodi for joining the project at a meeting of the three held in Rome. "The north and south of Europe will now make decisions together," the French President said, adding that the plan for the new structure envisages two co-presidents, biennial summits and a secretary. European Commission President Jose Manuel Durao Barroso has been appointed to deal with the governance of the new body, in view of a summit to be held in Paris on July 13. (ANSAmed).

UNIONE MEDITERRANEA: PREMIO FONDAZIONE MED A SARKOZY
