UNIONE MED: MEIR, PROGETTO SARKOZY? BENE, MA NON SIA POLITICO
(ANSAmed) - CAGLIARI, 17 NOV - Il progetto dell'Unione per il Mediterraneo proposto dal presidente francese Nicolas Sarkozy è "eccellente", ma vi è solo un modo perché possa andare avanti, cioé che "non diventi un progetto politico". E' quanto sostiene l'ambasciatore di Israele in Italia, Gideon Meir, a Cagliari per un convegno sugli ebrei nel Mediterraneo ed oggi impegnato anche in una visita alla sede dell'azienda di telecomunicazioni italo-israeliana Telit. "Il problema dell'ottimo progetto di Sarkozy, che prende avvio dal processo di Barcellona, è che è diventato politico e non economico e commercialé, ha aggiunto l'ambasciatore. "I Paesi arabi vogliono portare tutto sul piano politico, vanno a Ginevra all'agenzia per la difesa dei diritti civili quando si tratta di Israele e non si parla magari del Darfur. Si usano due pesi e due misure - ha concluso Meir - continuando strumentalmente a giudicare, demonizzare e delegittimare Israele, piuttosto che parlare dei diritti dell'uomo nei paesi arabi". UNIONE MED: A DEPUTATO FRANCESE DIREZIONE CONSIGLIO CULTURA
(ANSAmed) - ROMA, 14 NOV - Il Presidente Nicolas Sarkozy ha affidato al deputato del partito francese Union pour un mouvement populaire (Ump) di Marsiglia Renaud Muselier la missione di creare e di dirigere un Consiglio culturale dell'Unione per il Mediterraneo (Upm). In una lettera indirizzata al Primo ministro francese Francois Fillon, fatta pervenire anche all'Afp, si legge che la missione di Muselier, che lavorerà "in stretto coordinamento" con la missione interministeriale dell'Upm, durerà fino al 31 dicembre 2013. L'obiettivo è quello di sollecitare "ogni iniziativa pubblica e privata che abbia per oggetto lo sviluppo della dimensione culturale della politica mediterranea della Francia, soprattutto nel quadro" dell'Upm, "di armonizzare le azioni condotte dalla Francia in quest'ambito" e di "mobilitare tutte le forze vive del Mediterraneo al servizo del progetto 'Marsiglia Provenza 2013, capitale europea della cultura'". MED UNION: FRENCH MP HANDED CONTROL OF CULTURAL COUNCIL
(ANSAmed) - ROME, NOVEMBER 14 - The French president, Nicolas Sarkozy, has entrusted Renaud Muselier, a member of parliament in the Union for a Popular Movement party (UMP) from Marseille, with the task of creating and running a Cultural Council for the Union for the Mediterranean (UfM). A letter addressed to the French prime minister, Francois Fillon, and leaked to the AFP news agency reveals that Muselier will work on this task in "strict coordination" with the inter-ministerial mission of UfM until 31 December 2013. The aim of the Council is to urge "every public and private initiative which looks to develop the cultural dimension of Francés Mediterranean policy, and above all in the context" of UfM, "to harmonise Francés actions in this sphere" and to "mobilise all living forces of the Mediterranean to help with the 'Marseille, Provence 2013, European Capital of Culture'.

UNIONE MED: MINISTRO SIRIA, PACE IN MO UN VALORE AGGIUNTO
(ANSAmed) - ROMA, 14 NOV - Il valore aggiunto dell'Unione per il Mediterraneo (Upm) è, dal punto di vista siriano, quello di tentare di stabilire la pace in Medio Oriente: lo ha sottolineato il Ministro siriano aggiunto degli Esteri per gli affari europei, economici e culturali Abdel Fatah Ammoura. Come riferiscono media siriani, durante una conferenza stampa nella biblioteca nazionale Al Assad di Damasco, il Ministro ha anche affermato che la partecipazione siriana al vertice di Parigi (che a luglio ha sancito la nascita dell'Upm) ha concretizzato "la ricomposizione della politica pragmatica sulle orme della politica di principio". Ammoura ha anche aggiunto che l'Europa avrebbe colto l'importanza del dialogo con la Siria che per una pace in Medio Oriente farebbe parte della soluzione.

MED UNION: SYRIAN MINISTER, MIDEAST PEACE AS ADDED VALUE
(ANSAmed) - ROME, NOVEMBER 14 - The added value from the Union for the Mediterranean (UfM) was, from a Syrian point of view, that of trying to achieve peace in the Middle East. This was underlined by Syrià Assistant Foreign Minister for European Economic and Cultural Affairs Abdel Fatah Ammoura. As Syrian media reported, during a press conference at the al-Assad National Library in Damascus, the minister said Syriàs participation to the Paris summit (which sanctioned the creation of UfM last July) fulfilled "the reorganization of pragmatic policy in the footsteps of principled policy". Ammoura also said Europe would have understood the importance of having a dialogue with Syria, which would be part of a peace solution for the Middle East.

UNIONE MED: GIORDANIA CHIEDE CARICA VICESEGRETARIO GENERALE
(ANSAmed) - BRUXELLES, 11 NOV - La Giordania è in corsa per ottenere il posto di vicesegretario generale dell'Unione per il Mediterraneo (Upm). E' quanto ha detto il ministro degli Esteri giordano, Salaheddin Al Bashir, a Bruxelles per il settimo consiglio di associazione Ue-Giordania. "A Marsiglia (dove si è svolta la riunione dei ministri degli Esteri dei 43 Paesi dell'Upm, ndr) abbiamo presentato la nostra candidatura ufficiale per il posto di vicesegretario generale dell'Unione", ha detto Al Bashir. Ma il fronte europeo frena gli entusiasmi giordani: "Non voglio spingermi troppo in là con i ragionamenti, c'é ancora da nominare il Segretario generale, poi si passerà al vicesegretario", ha detto il ministro francese per gli Affari europei, Jeane Pierre Jouyet. Il ministro ha ricordato che, nella spartizione dei posti, "c'é da tenere conto degli equilibri tra paesi, come per esempio quello tra Israele e Autorità nazionale palestinese". (ANSAmed).

MED UNION: JORDAN WANTS DEPUTY SECRETARY GENERAL POST
(ANSAmed) - BRUSSELS, NOVEMBER 11 - Jordan is standing for the post of deputy secretary general of the Mediterranean Union (MU). This was said by Jordan's minister for foreign affairs, Salaheddin Al Bashir, who is in Brussels for the seventh EU-Jordan association council. "In Marseilles (where the meeting of the foreign affairs ministers of the 43 MU countries took place, editor's note) we officially stood as a candidate for the post of deputy secretary general of the Union", said Al Bashir. But the European front is putting a brake on Jordan's enthusiasm: "I do not want to go into too many arguments; the secretary general is still to be named, and then we will pass to the deputy secretary", said the French minister for European affairs, Jean Pierre Jouyet. UNIONE MED: VERTICE NIZZA;ALLO STUDIO FINANZIAMENTO PROGETTI
(ANSAmed) - NIZZA, 6 NOV - I ministri dell'Industria dell'Unione per il Mediterraneo (Upm) hanno deciso oggi a Nizza di adottare meccanismi di finanziamento per assicurare lo sviluppo dei propri progetti industriali. "Il finanziamento sarà la chiave" dello sviluppo dell'Upm, ha dichiarato in una conferenza stampa il ministro egiziano dell'Industria Rachid Mohamed Rachid, che co-presiede la conferenza dei ministri dell'Industria in corso a Nizza insieme al suo omologo francese Luc Chatel. Il ministro egiziano ha precisato che verrà organizzata una conferenza stampa a gennaio al Cairo, sotto l'egida dell'Upm e della Banca Europea d'Investimento, al fine di avviare il sostegno economico dei grandi progetti industriali dell'Upm. La conferenza ministeriale di Nizza è articolata attorno a tre tavole rotonde dedicate a competitività, innovazione e sviluppo duraturo. Tra i progetti sotto esame, c'é il programma "Med Connect" destinato a diffondere l'uso di internet ad alta velocità fra le comunità scientifiche ed educative della sponda sud del Mediterraneo. Il programma da cinque milioni di euro dovrà coinvolgere dai duemila ai tremila ricercatori e insegnanti in una quindicina di sedi universitarie dei paesi della sponda sud. Il vice presidente tedesco della Commissione europea Gunther Verheugen ha sottolineato la volontà di tutti i Paesi membri di "non ripetere gli errori del passato". "Non vogliamo più parole. Ora, abbiamo bisogno di azione", ha detto Verheugen. L'Upm comprende i 27 Paesi dell'Unione europea e 12 partner del sud del Mediterraneo, Algeria, Egitto, Israele, Giordania, Libano, Marocco, Mauritania, Siria, Autorità Nazionale Palestinese, Tunisia, Turchia e Libia (quest'ultima in veste di osservatore del partenariato), oltre che cinque Stati rivieraschi del nord del Mediterraneo (Albania, Croazia, Bosnia-Erzegovina, Montenegro e Monaco). MED UNION: NICE SUMMIT; PROJECT FINANCING STUDIED
(ANSAmed) - NICE, 6 NOVEMBER - Industry Ministers for the Union for the Mediterranean (Upm) have decided in Nice to adopt finance mechanisms to assure the development of their industrial projects. "Financing will be key" to the development of the Upm, Egyptian Industrial Minister Rachid Mohamed Rachid said in a press conference, who co-presided over the conference of Industrial Ministers ongoing in Nice together with his colleague, French Industrial Minister, Luc Chatel. The Egyptian Minister specified that a press conference will be called in January in Cairo, for the Upm and the European Investment Bank, to begin economic support of the Upm's large industrial projects. The conference in Nice consisted of three round table discussions dedicated to competitiveness, innovation, and long term development. Among the projects under examination, the "Med Connect" program, is destined to spread the use of high speed internet among the scientific and educational community on the southern shore of the Mediterranean. The 5 million euro program will involve 2000-3000 researchers and teachers in about 15 universities on the southern shore of the Mediterranean. German Vice-President of the European Commission, Gunther Verheugen underlined the willingness of all member countries "to not repeat past errors". "We do not want words anymore. Now we need action", said Verheugen. The Upm includes the 27 countries of the European Union, and 12 partners on the southern shore of the Mediterranean, Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Mauritania, Syria, The Palestinian National Authority, Tunisia, Turkey, and Libya (Libya as an observer of the partnership), as well as 5 costal states of the northern Mediterranean (Albania, Croatia, Bosnia-Herzegovina, Montenegro, and Monaco).

UNIONE MED: ZAPATERO, SU BARCELLONA SUCCESSO DIPLOMATICO ***
(di Paola Del Vecchio) (ANSAmed) - MADRID, 4 NOV - La scelta di Barcellona a sede del segretariato permanente dell'Unione per il Mediterraneo (Upm) è "un grande successo della diplomazia spagnola", che situa la città "nel centro dello sviluppo politico-economico di un area vitale, qual è il Mediterraneo". E' stato oggi il premier José Luis Rodriguez Zapatero uno dei primi ad esprimere la soddisfazione della Spagna per la decisione dei rappresentanti dei 43 Paesi riuniti al vertice ministeriale di Marsiglia. Da Madrid Zapatero si è congratulato con le autorità cittadine, con il ministro degli esteri, Miguel Angel Moratinos, e con "tutti i Paesi dell'Unione per il Mediterraneo che hanno raggiunto un consenso intorno a Barcellona, sapendo che non era facile". Moratinos non ha risparmiato sforzi per centrare l'obiettivo, indicato come una priorità della politica estera spagnola per il semestre in corso. Come confermano fonti diplomatiche, la Spagna ha insistito sull'importanza che la sede del segretariato del nuovo organismo fosse nella città che nel 1995 tenne a battesimo il Processo di Barcellona, il primo accordo di partenariato euromediterraneo fra i Paesi delle due sponde, per fare da "anello di collegamento" con la nuova Unione lanciata dal presidente francese Nicolas Sarkozy. Il capo della diplomazia spagnola aveva presentato all'inizio di ottobre la candidatura di Barcellona, che pero si è rafforzata solo negli ultimi giorni, dopo la rinuncia di Tunisi, appoggiata dalla presidenza francese di turno della Ue. Da parte sua Moratinos, in dichiarazioni ai media riferite dalle agenzie, ha assicurato che la scelta "é una vittoria di tutti, non solo spagnola, ma di tutti i mediterranei". "Per la Spagna è un giorno molto importante", ha aggiunto, nel fare riferimento all'antico dominio navale, nel XVI secolo, di Filippo II sulla scena mediterranea. E soddisfazione è stata espressa anche dal sindaco di Barcellona, Jordi Heru, per aver centrato "questo grande obiettivo strategico, che - ha sottolineato - ufficializza la città come capitale del Mediterraneo". La sede del segretariato permanente dell'Upm sarà ospitata nel Palazzo di Pedralbes, l'antico Palazzo Reale, che sarà utilizzato in regime di cessione gratuita. Ubicato sull'avenida Diagonal, a pochi minuti dalla centrale stazione Sanz e dall'aeroporto, l'edificio ha una superficie di oltre 15.500 metri quadri, su due piani, immerso in un giardino di 74.000 mq. Include un auditorium per 300 persone, sale riunioni, sala stampa, uffici per il protocollo e oltre 5.000 metri quadri per l'installazione dei nuovi studi di alta rappresentanza. Il palazzo ha origine nell'antica masseria Can Feliu, risalente al XVII secolo, acquistata dal conte Eusebi Guell nel 1862 e successivamente ceduta con i giardini alla Corona spagnola. Fra il 1919 e il 1924 l'edificio è stato ristrutturato in stile modernista dagli architetti Eusebi Bona e Francesc Nebot, per essere convertito in residenza reale. MED UNION: ZAPATERO, DIPLOMATIC SUCCESS OVER BARCELONA ***
(by Paola Del Vecchio) (ANSAmed) - MADRID, NOVEMBER 4 - The choice of Barcelona as seat of the permanent Secretariat of the Union for the Mediterranean is "a great success for Spanish diplomacy", which places the city "at the centre of politico-economic development". Premier José Luis Rodriguez Zapatero was one of the first to express his satisfaction over the decision by representatives of the 43 countries meeting at the ministerial summit in Marseille. In Madrid Zapatero congratulated the civil authorities, along with Foreign Minister Miguel Angel Moratinos, and "all the countries of the Union who reached agreement over Barcelona, knowing that it was not easy". UNIONE MED: RESISTE A PROVA MO, BARCELLONA E' CAPITALE ***
(dell'inviata Chiara De Felice) (ANSAmed) - MARSIGLIA, 4 NOV - Un'Unione dei Paesi del Mediterraneo a prova di conflitto in Medio Oriente non era mai riuscita a nessuno, almeno fino ad oggi: grazie alla testarda mediazione della Francia e dell'Egitto, i due presidenti di turno dell'Unione voluta da Sarkozy, i Paesi arabi e Israele lavoreranno fianco a fianco, con quello che molti già definiscono un accordo storico. E intanto è festa in Spagna: Barcellona sarà la capitale dell'Unione per il Mediterraneo e ospiterà il suo segretariato nel bel palazzo di Pedralbes, con tanto di fontana di Gaudì. "Per la prima volta Israele acconsente ad appoggiare l'iniziativa di pace araba: siamo di fronte a un momento storico", ha detto il ministro degli Esteri egiziano, Aboul Gheit, al termine della riunione dei 43 ministri euro-mediterranei a Marsiglia. Anche il suo omologo francese, Bernard Kouchner, si è lasciato trasportare dall'ottimismo: "Il ministro di uno Stato che non esiste, quello palestinese, si è confrontato a lungo con il suo collega israeliano e hanno deciso di lavorare insieme: questo è già un progresso, e può darsi che domani andranno più lontano", ha detto durante la conferenza stampa conclusiva. Non è stata una nottata serena quella che i ministri hanno passato a Marsiglia: dopo una cena in cui volavano coltelli, le delegazioni hanno avviato una serie di incontri bilaterali per cercare di ricomporre quelle che fino a ieri sera sembravano fratture insanabili. La Lega Araba, salda sulla sua rivendicazione di un ruolo di osservatore attivo (Israele non le voleva concedere il diritto di parola), minacciava di far saltare tutta la riunione e di gettare l'Upm nell'impasse. E' stato allora che gli sforzi dei Paesi europei di sono intensificati, e hanno convinto Israele a cedere, sia sul ruolo della Lega di Amr Moussa, sia sul sostegno all'iniziativa di pace araba nel testo della dichiarazione finale. Il "sì" di Israele ha avuto un prezzo, che il negoziato è riuscito a pagare: allo Stato ebraico è andato uno dei cinque posti "aggiunti" del segretariato. In questo modo potrà supervisionare non solo la condotta degli arabi, ma avrà accesso al centro decisionale della macchina dell'Upm, il luogo dove si selezioneranno i progetti, si troveranno i fondi e si deciderà dove indirizzarli. Un altro posto se lo è aggiudicato l'Italia, mentre gli altri sono andati a Malta, Grecia e Autorità nazionale palestinese. Il Segretario generale sarà un rappresentante della sponda Sud (sono aperte le candidature) e assieme ai cinque membri aggiunti sarà in carica per tre anni, a partire dalla fine di quest'anno, quando a palazzo Pedralbes si sentirà parlare in cinque lingue. Allo studio anche l'ipotesi di allargare ad un sesto membro, dal momento che la Turchia ha presentato oggi la sua candidatura: saranno i due co-presidenti, Sarkozy e Mubarak, a decidere sulla sua ammissione o meno durante un incontro previsto alla fine del mese. Per quanto riguarda i fondi per far funzionare l'Upm - tema caldo che non sembra preoccupare i ministri - verranno dal budget Ue e dai paesi membri che stipendieranno i funzionari del segretariato e verseranno contributi volontari. Per i progetti invece la scommessa sarà coinvolgere i privati, e per questo l'Italia ha proposto di creare un forum economico permanente a Milano, dove far incontrare governi e imprese. All'Italia toccherà anche la guida del consorzio delle protezioni civili, che affronterà le emergenze delle due sponde. Alla fine della due giorni al cardiopalma, la Francia esce soddisfatta dalla riunione che ha assicurato un futuro all'Upm. "Mi raccomando, fate sapere che è andato tutto bene", ha detto Kouchner in conferenza stampa. E' felice il ministro, anche perché ha strappato altri sei mesi di co-presidenza con l'Egitto, dopo aver convinto la Repubblica Ceca, prossimo presidente di turno della Ue, a stringersi sulla poltrona per farle posto fino a giugno. MED UNION OVERCOMES MIDEAST TEST, BARCELONA CAPITAL ***
(by Chiara De Felice) (ANSAmed) - MARSEILLE, NOVEMBER 4 - A Union of Mediterranean Countries working together against the Middle Eastern conflict never seemed likely, until today. Thanks to the hard-headed mediation of France and Egypt - who supply the two current presidents of the Union - Arab countries and Israel will work side by side, in what many are already calling an "historic agreement". For now, it is time for a celebration in Barcelona, which has been choses as the capital of the Union for the Mediterranean and will host its secretariat in the beautiful Pedralbes palace, near to Gaudìs fountain. "For the first time Israel has agreed to support the Arab peace initiative: this is an historic moment", said the Egyptian Foreign minister, Abul Gheit, at the conclusion of the meeting of the 43 euro-Mediterranean ministers in Marseille. His French counterpart, Bernard Kouchner, was very optimistic about the deal: "The minister of a country which does not exist, Palestine, met for a long time with his Israeli colleague and they have decided to work together: this is already progress, and it could be that tomorrow they will go even further", he said during the concluding press conference. It was not an easy night in Marseille for the ministers though: after a tense dinner, the delegations began a series of bilateral meetings to try and heal what, until yesterday, had seemed to be mortal wounds to the negotiations. The Arab League, which remained steadfast in its claim for an active observing role (Israel did not want to allow them a right to speak), threatened to skip the whole meeting and throw the Union for the Mediterranean into deadlock. It was then that the efforts of the European countries intensified, and they managed to talk Israel round, both on the role of Amr Moussàs Arab League and on the support for their support to the Arab peace initiative to be included in the text of the final declaration. Israel's "yes" did have a price, however, which the assembled countries were able to pay: one of the five "additional" spots in the Secretariat has gone to Israel. Thus, Israel will be able not only to supervise the conduct of the Arab nations, but also will be able to supervise the decision making system of the Union, the location of projects, where to take funds from and where to direct them to. Another place was given to Italy with the remainder to Malta, Greece and the Palestinian National Authority. The idea of adding a sixth member is also being examined since Turkey presented its candidacy today: it will be up to the co-presidents, Sarkozy and Mubarak, to decide on their admittance during a meeting scheduled for the end of the month. As for the matter of funding to make Union work - a tricky topic, but one which does not seem to be bothering the ministers - much will come from the EU budget and from the member countries who will pay the wages of the secretariat's workers and provide additional, voluntary contributions. As for any forthcoming projects, the plan is to involve private companies and, in this vein, Italy has proposed the creation of a permanent economic forum in Milan, to bring governments and businesses together. Italy will also be responsible for the leading of the association for protecting civilians, which will deal with crises on both sides of the Mediterranean. At the end of two days of nail-biting negotiations, France left the meeting satisfied by the outcome and making assurances on the future of the Union. (ANSAmed) - MARSEILLE, NOVEMBER 4 - The 43 Foreign Ministers of the Euro-Mediterranean countries have reached an agreement of all the points which up until yesterday evening were in threatening the future of the Union for the Mediterranean (UPM). This gives the official go-ahead to the work of the UPM, to begin by the end of the year, said Italian Foreign Undersecretary Stefania Craxi. "There was a serious risk of failure, but in the end a compromise was found on all items and the UPM can go ahead" she said. Ministers agreed that the headquarters of the Secretariat would be in Barcelona, the General Secretariat would be in a country of the southern shore and will work with functionaries from five countries: Italy, Greece, Malta, Israel and the Palestine National Authority. The Secretariat and the five members will be in office for three years and will be operational by the end of the year.

A quanto si apprende da fonti diplomatiche, in questo modo la Francia, che non vuole abbandonare la guida, si sarebbe assicurata la presidenza dell'Upm per altri sei mesi. Una revisione delle regole di rotazione della presidenza europea si è resa necessaria dopo il fallimento del Trattato di Lisbona. Israel, from what can be learned, has certainly not yielded to the threat to block the talks, but behind this there is compensation which is obvious to the eyes of all the analysts: one of Israel's officials will be part of the secretariat 'bureau', which is formed of four experts who will work side by side with the secretary general. (dell'inviata Chiara De Felice) (ANSAmed) - MARSIGLIA, 3 NOV - Ancora una volta potrebbe essere il conflitto israelo-palestinese a bloccare le aspirazioni al dialogo e alla cooperazione delle due sponde del Mediterraneo. Il Barcellona bis - o Club Med, come lo chiamano i suoi detrattori - rischia di finire la sua corsa proprio là dove si era arenato il primo Processo di Barcellona, nato nel 1995 e caduto quasi subito ostaggio del conflitto tra arabi e israeliani che l'ha costretto all'impasse. E a soli quattro mesi dal battesimo, la creatura voluta dal presidente della Repubblica francese, Nicolas Sarkozy, rischia di fare la stessa fine. "Vedo grandi rischi, vedo molte ombre nelle consultazioni preventive, vedo il grande pericolo di non avere un progetto ancorato a basi concrete che facciano fare un salto di qualità rispetto alla strategia di Barcellona", ha detto oggi il ministro degli Esteri italiano, Franco Frattini, prima della cena di lavoro a Marsiglia in cui i ministri dei 46 Paesi delle due sponde dovranno sciogliere i nodi sul dossier mediterraneo. Per Frattini, c'é ancora la difficoltà d'individuare i fondi, e "senza le risorse un'Unione per il Mediterraneo non si può fare". La prima riunione ministeriale post summit di Parigi - a Marsiglia oggi e domani - era stata pensata per risolvere le questioni lasciate aperte lo scorso 13 luglio, quando l'Unione per il Mediterraneo nacque grazie all'accordo politico tra i 43 leader dei Paesi euro-mediterranei. L'intesa politica aveva però lasciato aperte tutte le questioni istituzionali, ovvero l'impianto da dare all'Upm affinché funzionasse al meglio, e fin da subito. Ma prima di affrontare qualsiasi decisione, dalla sede del segretariato (capitale dell'Upm, o quartier generale dove per 365 giorni all'anno lavoreranno un segretario generale e il suo vice) alle nomine dei vertici, bisogna superare lo scoglio del ruolo da riconoscere alla Lega Araba. La questione è che Israele, che ha accettato la presenza della Lega in qualità di osservatore alle riunioni ministeriali dell'Upm, non la vuole in quelle più operative degli alti funzionari. Ma la Lega del segretario generale Amr Moussa non è disposta a cedere sulla possibilità di avere un ruolo attivo, così come le era stato promesso da Sarkozy. "Vedo un grande stallo sul formato alla partecipazione alle riunioni, con la Lega Araba che giustamente reclama una posizione", ha detto Frattini. Ma il suo omologo francese, Bernard Kouchner, non se la sente di cedere al pessimismo: "Il progetto di Unione per il Mediterraneo è difficile, e sappiamo che non si farà in una notte, così come i suoi problemi non si risolveranno in un giorno". E invece i ministri hanno soltanto una notte e un giorno per trovare una soluzione, o almeno una formula di compromesso, perché, se la loro riunione dovesse essere aggiornata, più di qualcuno griderebbe al fallimento. I 43 capi delle diplomazie delle due sponde del Mediterraneo sono infatti orientati a risolvere tutto oppure niente, cioé a dare un assetto definitivo all'Upm, già da domani, oppure a rimandare tutto. (ANSAmed) - MARISGLIA, 3 NOV - "E' evidente - ha sottolineato Frattini - che la Lega Araba è un attore importante attorno al tavolo". Il ministro ha poi spiegato di vedere "tante ombre sulla logistica dell'Upm, tante candidature alla sede", e poi il problema sul segretariato. "Possiamo immaginare che vi sia un segretario generale e un cosegretario, ma se l'esercizio dovesse essere come distribuire le poltrone ai diversi Stati svilirebbe molto questa grande idea lanciata da Sarkozy", ha concluso. In sostanza, per Frattini "se non risolviamo questi aspetti non potremo capire se sarà un'Unione burocratica, come noi non vogliamo, o un'Unione che avrà un segretariato molto snello, molto rapido, ed un'azione sul territorio, come noi invece vogliamo". Il ministro ha, poi, precisato di essere "molto preoccupato sulle prospettive di concretezza, noi proponiamo un'agenzia euromediterranea per le piccole e medie imprese: dove prende i finanziamenti? Proponiamo un forum economico permanente a Milano: per parlare di cosa? Secondo quanto si apprende da fonti vicine al dossier, i 43 capi delle diplomazie delle due sponde sono orientati a risolvere tutte le questioni legate all'assetto istituzionale dell'Upm (sede del segretariato, rotazione della presidenza europea, nomine dei funzionari permanenti). UNIONE MED: AUMENTA SOSTEGNO A BARCELLONA SEDE SEGRETARIATO
(ANSAmed) - MADRID, 3 NOV - L'appoggio che, nelle ultime ore, hanno dato le città di Napoli, Genova, Perpignano, Lione, Madrid, Sarajevo, Casablanca e Tangeri, rafforza la candidatura di Barcellona a sede del segretariato generale dell'Unione per il Mediterraneo. E' quanto si sostiene in Spagna dove l'indicazione della città catalana a sede del segretariato è stata rafforzata anche dalla decisione di Tunisi di ritirare la sua candidatura ufficiale. La decisione su quale città ospiterà la sede sarà presa tra oggi e domani a Marsiglia. Il Municipio di Barcellona ha anche indicato come possibile sede del segretariato il Palau di Pedralbes. Oltre a quello delle città, la candidatura della città di Gaudì è stata appoggiata anche da imprese e aziende pubbliche barcellonesi, come il Porto di Barcellona, la società Agbar e la Fondazione La Caixa.

This is what they maintain in Spain where the proposal to name the Catalan city as the headquarters of the Union Secretariat gained strength after Tunis withdrew its official candidacy. A decision on which city will host the head office will be made in Marseilles today or tomorrow. The Barcelona Municipality mentioned the Pedralbes Palau as the possible premises for the secretariat. Besides the backing of the cities, the candidacy of Gaudìs city won the backing also of Barcelonàs private and State-owned enterprises, including Barcelona Port, the company Agbar and Fundacion La Caixa.

UNIONE MED: TUTTI I PROGETTI CHE UNIRANNO LE DUE SPONDE ***
(ANSAmed) - BRUXELLES, 31 OTT - L'Unione per il Mediterraneo (Upm) nasce come un partenariato fondato sui progetti, a cui tutti i 43 Paesi delle due sponde possono scegliere di prendere parte o meno. Finanziati dalla Commissione Ue, Banca europea d'investimenti (o Bei, che si sta attrezzando per far nascere una Banca del Mediterraneo), enti privati e pubblici, i progetti rientrano in sei macro-aree definite dal summit di Parigi lo scorso luglio. Nella riunione dei ministri degli Esteri, a Marsiglia il 3 e 4 novembre prossimi, sarà presentato l'elenco delle operazioni già in corso d'opera e di quelle per cui occorre ancora trovare i fondi. RIPULIRE IL MEDITERRANEO. L'Upm ha rispolverato un vecchio progetto della Commissione Ue, che mira a ripulire il mare nel giro di dieci anni (Horizon 2020). Sono già in partenza i primi progetti in Marocco e Tunisia, selezionati dalla Bei sulla base dell'elenco stilato dall'Onu. La Commissione ha stanziato, per il 2009 e il 2010, altri 22 milioni di euro. AUTOSTRADE DEL MARE. L'idea è di collegare tutti i Paesi del bacino via mare, ed è stato avviato uno studio tecnico per cercare i luoghi dove costruire le piattaforme per il carico e scarico delle navi. I fondi finora messi a disposizione dalla Ue sono 4.8 milioni di euro. PIANO SOLARE PER IL MEDITERRANEO. Il piano prevede di dotare di pannelli solari buona parte della sponda sud; si baserà sull'esperienza della Spagna e delle sue due centrali solari che utilizzano tecnologie innovative. Il nuovo fondo di Bruxelles per la politica di vicinato ha già finanziato uno studio di fattibilità per una centrale termica a energia solare in Tunisia, che dovrebbe essere pronto nel 2010. PROTEZIONE CIVILE COMUNE. Sarà creata una forza in grado di rispondere alle emergenze delle due sponde, e che si occupi della prevenzione dei disastri ambientali. Alla protezione civile italiana la guida del consorzio che per ora comprende Egitto, Francia e Nazioni Unite. SOSTEGNO ALLE PMI. Si tratta di un piano italo-spagnolo per rafforzare le picco e medie imprese ed ha già un largo consenso. A Marsiglia dovrebbe avere il via libera definitivo. UNIVERSITA' DEL MEDITERRANEO. UNIONE MED: PARTE IN SALITA LA MACCHINA DI SARKOZY ***
(di Chiara De Felice) (ANSAmed) - BRUXELLES, 31 OTT - A quattro mesi dalla nascita dell'Unione per il Mediterraneo tra le due sponde c'é già maretta e la prima riunione ufficiale dell'Upm è a rischio naufragio se i ministri degli Esteri dei 43 Paesi euro-mediterranei non riusciranno a tenere buone Israele e Lega Araba i cui litigi minacciano di far saltare la creatura voluta dal presidente della Repubblica francese, Nicoals Sarkozy. A Marsiglia, lunedì e martedì, ai 43 rappresentanti delle diplomazie toccherà maneggiare la patata da sempre più bollente di tutte, ovvero il conflitto in Medio Oriente. Se il 13 luglio scorso, data di nascita dell'Upm, il premier israeliano Ehud Olmert e il presidente palestinese Abu Mazen si stringevano la mano sotto gli occhi bagnati di Sarkozy, oggi Israele e Lega Araba sono pronti a dare battaglia per non essere seduti allo stesso tavolo. La questione che i ministri dovranno risolvere, prima di poter andare avanti con i lavori e decidere a quali progetti affidare il futuro della collaborazione tra le due sponde, è un rompicapo di non facile soluzione: Israele, che ha accettato la presenza della Lega Araba in qualità di osservatore alle riunioni ministeriali dell'Upm, non la vuole in quelle più operative degli alti funzionari. Ma la Lega del segretario generale Amr Moussa non è disposta a cedere sulla possibilità di avere un ruolo attivo, così come le era stato promesso da Sarkozy. Un altro nodo da sciogliere a Marsiglia sarà la decisione sulla sede del Segretariato, ovvero il quartier generale della nuova Unione dove si lavorerà 365 giorni all'anno per mandare avanti i progetti e monitorare la situazione politica delle zone più calde. Eliminata La Valletta dal trio delle candidate più o meno ufficiali, restano in pista Tunisi e Barcellona, con gli scommettitori più attenti che puntano a occhi chiusi sulla città spagnola. A quanto sembra, infatti, la candidata araba non ha molte speranze di vincere la corsa, nonostante possa vantare appoggi eccellenti come quelli di Francia e Italia. A Tunisi manca proprio l'appoggio di molti Paesi arabi, che non sono riusciti ad esprimere un candidato forte di un vasto consenso. I ministri dovranno inoltre scegliere un segretario generale, da mettere a capo del segretariato, ed un suo vice, seguendo la logica del bilanciamento nord-sud: uno sarà rappresentante dell'Unione europea e l'altro lavorerà a nome della sponda sud. Se la riva sud non è facile al compromesso, anche in Europa non mancano i battibecchi interni. Un'altra gatta da pelare sarà infatti la decisione sulla rotazione della presidenza europea: l'Upm ha una doppia presidenza, quella di turno della Ue e quella di un Paese scelto dal sud. Ma dal momento che la Ue ha una rotazione semestrale, per non cambiare troppe volte la poltrona europea dell'Upm qualcuno (leggi la Francia, che non vorrebbe mollare la supervisione sulla sua creatura) propone di affiancare al presidente di turno Ue un Paese europeo, ma che si affaccia sul Mediterraneo, per due anni. Ma c'é già chi, come la Cecoslovacchia, prossimo presidente di turno dell'Unione europea, risponde picche e riscopre un inaspettato orgoglio mediterraneo.(ANSAmed).

MEDITERRANEAN UNION: UPHILL START FOR SARKOZY'S CREATION ***
(by Chiara De Felice) (ANSAmed) - BRUSSELS, OCTOBER 31 - Four months have passed since the birth of the Union for the Mediterranean and there are already storms brewing between the shores and the first official gathering of the Union is already in danger of capsizing if Foreign Ministers from the 43 Euromediterranean countries don't manage to keep Israel and the Arab League pacified. Otherwise their bickering could spell a squabbling end to the much-desired Union of French President, Nicolas Sarkozy. In Marseille, this coming Monday and Tuesday, the 43 Foreign ministers will be faced with the task of handling the Middle East conflict. Back then, on June 13, at the outset of the Union, Israeli Premier, Ehud Olmert and Palestinian President Mahmoud Abbas (Abu Mazen) shook hands with each other before a watery-eyed Sarkozy, today Israel and the Arab League are ready to do battle, rather than sit at one table together. The issue the ministers will have to resolve before being able to take a step forward, and decide what projects of collaboration between the two shores of the Mediterranean are to be addressed, is a familiarly riddle: Israel, who has not accepted the presence of the Arab League as an observer at ministerial-level meetings of the Union for the Mediterranean, does not desire their presence in the higher level gatherings. But the League, under its General Secretary, Amr Moussa, is not willing to give up this chance of taking an active role, as had been promised them by Sarkozy. Another puzzle to solve at Marseille will be the decision over a Secretariat, or a headquarters for the new Union, where work can go ahead 365 days of the year on promoting projects and monitoring the political situation in the hotter areas. With Valletta ruled out of the more-or-less official short-list of candidates, that leaves Tunis and Barcelona, with the canniest betters tilting more towards the Catalan city. It would indeed appear that the Arab candidate has the poorer cards in its hand, despite having such hefty backers as France and Italy. Tunis lacks the support of many Arab states, who have not been able to present a widely-backed candidate. The ministers will, furthermore, have to choose a Secretary General to place at the head of the Secretariat, and her or his Deputy, keeping to the logic of a North-South balance. One would be an EU representative and the other would have the interests of the Southern shores more at heart. If the Southern shore is finding it hard to reconcile its own shared interests, nor is the European side lacking in internal squabbles. Another riddle will be the decision on the rotating European presidency. The Union has a double presidency: the rotating one of the EU and that of the Southern candidate. But given the EU's six-monthly rhythm of rotation, excessive switching of the European head of the Union could be avoided, as someone proposed (such as France, who is loathe to let go of control over its creation) if the EU president be flanked by a European state which faces the Mediterranean, in a two-year rhythm. But there are those, such as the next EU rotating president state, Slovakia, who aren't willing to play by these rules, unleashing an unsought-for reaction of Mediterranean pride.(ANSAmed).

(ANSAmed) - PARIGI, 30 OTT - Un appello perché Marsiglia sia scelta come sede permanente dell'Unione per il Mediterraneo é stato rivolto da uomini politici di ogni tendenza, sindacalisti, industriali e rettori universitari al presidente francese Nicolas Sarkozy, al presidente della Commissione europea, José Manuel Barroso, e a tutti i Paesi che aderisco all'Upm Il Paese che ospiterà la sede dell'Upm sarà designato lunedì per consenso in una riunione dei ministri degli Esteri dell'Ue. Tra i firmatari il sindaco di Marsiglia Jean Claude Gaudin (Ump, al potere), e i presidenti socialisti della regione Provenza-Alpi-Costa Azzurra e del consiglio generale. Nella dichiarazione si sottolineano "le relazioni storiche della città con i Paesi della riva sud ed est del Mediterraneo, i rapporti privilegiati con Italia e Spagna, il suo carattere multiculturale e la presenza di importanti centri di ricerca sulle relazioni mediterranee" come l'Istituto del Mediterraneo, la Casa mediterranea delle scienze dell'uomo. Oltre Marsiglia, Tunisi e Barcellona sperano di essere scelte. La Francia ha fatto sapere di preferire un Paese della riva sud e il segretario di Stato alla cooperazione, Alain Joyandet, ha recentemente dichiarato che Tunisi ha molte possibilità. UNIONE MED: ISRAELE E PALESTINA A FAVORE BARCELLONA
(ANSAmed) - MADRID, 29 OTT - Le due associazioni di enti locali di Israele e della Palestina hanno manifestato il proprio sostegno alla candidatura di Barcellona a sede del futuro Segretariato permanente dell'Unione per il Mediterraneo, informano oggi fonti del Comune catalano in un comunicato. Sia l'Associazione delle Autorità Locali di Palestina che l'Unione di Enti Locali di Israele hanno manifestato il proprio appoggio in due lettere inviate al municipio di Barcellona. Per gli enti locali israeliani, quella di Gaudì "é la città che offre le basi più solide di accoglienza, con una vocazione mediterranea più che evidente". Negli stessi termini si è espresso Isam Akel, direttore esecutivo dell'Associazione delle autorità locali Palestinesi, che ha sottolineato "tutti gli sforzi che ha sempre fatto la città in campo internazionale". La candidatura di Barcellona ha ricevuto anche l'adesione della Federazione spagnola di Municipi e Province, oltre che dei principali sindacati iberici. Ma la sua ambizione a ospitare il segretariato permanente dell'Unione per il Mediterraneo è seriamente minacciata dalla candidatura di Tunisi, sostenuta fra l'altro dalla Francia, che riveste la presidenza di turno della Ue, e dall'Italia. MED UNION: ISRAEL AND PALESTINE IN FAVOUR OF BARCELONA
(ANSAmed) - MADRID, OCTOBER 29 - The two associations for local government authorities in Israel and Palestine demonstrated their support for the candidacy of Barcelona as the seat of the future permanent Secretaryship of the Union for the Mediterranean, inform sources today in the Catalan city in a message. Both the Association and the Local Palestinian Authorities and the Union of Local Groupsof Israel have demonstrated their support in two lettes sent to the Barcelona Town Hall. For Israeli local government groups, according to Gaudi "it is the city that offers solid reception services with a more than evident Mediterranean vocation". (ANSAmed) - BRUXELLES, 29 OTT - Il forum annuale dei rappresentanti della società civile euro-mediterranea si terrà a Marsiglia dal 31 ottobre al 2 novembre prossimi, alla vigilia della riunione dei ministri degli Esteri delle due sponde. E' quanto fa sapere la presidenza francese in un comunicato. Il forum 2008 elaborerà raccomandazioni e proposte, che saranno poi presentate ai ministri, sul tema 'Vivere e lavorare insieme nell'area euro-mediterraneà. Il forum civile Euromed è una piattaforma che riunisce le organizzazioni della società civile delle due sponde, attivo dal 1995 e con un budget determinato dalla presidenza di turno della Ue.

The 2008 Civil Forum will identify specific recommendations and proposals which will be sent to the Foreign Affairs Ministers of the 'Barcelona Process: Union for the Mediterranean', convening November 3-4, for a meeting co-chaired by France and Egypt. This year's theme is 'Living and Working Together in the Euro-Mediterranean Area'. Euromed Civil Forum is a platform for civil society organizations to network, discuss their role and make recommendations to governments. It has been on-going since 1995 and its budget (MEDA) is determined by each EU Presidency.

UNIONE MED: RINVIATA CONFERENZA IN GIORDANIA SU ACQUA
(ANSAmed) - PARIGI, 27 OTT - La conferenza ministeriale euro-mediterranea sull'acqua che avrebbe dovuto svolgersi mercoledì prossimo in Giordania è stata rinviata a data indeterminata a causa di "tensioni regionali tra la Lega araba e Israele", su richiesta del governo giordano. Lo affermano fonti del ministero francese dell'ecologia, aggiungendo che nonostante l'annullamento il ministro Jean-Louis Borloo si recherà ugualmente ad Amman domani per incontrare re Abdallah II. Israele si oppone alla partecipazione della Lega araba alle riunioni dell'Unione per il Mediterraneo (Upm), sollecitata invece da tutti i paesi membri dell'organizzazione panaraba a causa "del suo ruolo centrale negli sforzi per la stabilità nel Mediterraneo", ha affermato il vice ministro egiziano degli esteri e coordinatrice del gruppo arabo dell'Upm, Fatima Ezzahraa. La Lega araba ha ottenuto uno statuto di osservatore all'Upm, ma Israele sostiene che l'organizzazione "cerca di cacciarci dall'Unione". La conferenza era una delle prime iniziative dell'Unione per il Mediterraneo, prevista dalla dichiarazione del 13 luglio adottata dal vertice di Parigi che ha sancito la nascita dell'Upm, copresieduta da Francia ed Egitto. Avrebbe dovuto svolgersi a Swaimeh, sulle rive del Mar Morto, con l'obiettivo dichiarato di fissare le linee principali della strategia a lungo termine per lo sfruttamento delle risorse idriche nel Mediterraneo e decidere i primi progetti concreti. In particolare nell'agenda della conferenza c'é il progetto di canale tra il Mar Rosso e il Mar Morto, che bagnano Israele, Giordania e i territori palestinesi, chiamato "il Canale della pace". Una riunione dei ministri degli esteri euro-mediterranei, cruciale per l'Unione, si terrà a Marsiglia il 3 e 4 novembre, per decidere questioni fondamentali tra cui la sede, la composizione e i poteri del segretariato generale che sarà incaricato di gestire i progetti concreti dell'Upm. Vi parteciperà anche il segretario generale della Lega araba, Amr Mussa, il quale si è detto "stupito che certi Paesi europei adottino il punto di vista israeliano".

MEDITERRANEAN UNION: WATER CONFERENCE IN JORDAN POSTPONED
(ANSAmed) - PARIS, OCTOBER 27 - The Euro-Mediterranean conference on water which was to have taken place on Wednesday in Jordan has been put off indefinitely due to "regional tensions between the Arab League and Israel," upon the request of the Jordanian government. This was announced by sources at the French Ecology Ministry, which added that despite the annulment Minister Jean-Louis Borloo would travel to Amman anyway to meet with King Abdullah II. Israel is against the Arab League participation in the Mediterranean Union (UPM) meetings, the latter instead supported by member states of the Pan-Arab organisation due to "its central role in efforts for stability in the Mediterranean," said Egyptian vice minister for Foreign Affairs and coordinator of the UPM Arab Group Fatima Ezzahraa. The Arab League has obtained a position as Med Union observer, but Israel holds the view that the organisation is "trying to kick us out of the Union". The conference was one of the first initiatives of the Mediterranean Union, called for in the July 13 statement approved at the Paris summit for the founding of the UPM, jointly presided over by France and Egypt. It was to have taken place in Swaimeh on the banks of the Dead Sea, with the declared aim of setting down a framework for the long-term strategy for water resources exploitation in the Mediterranean, and of deciding on the first concrete projects to undertake. In particular, on the agenda of the conference there is the plan for a canal between the Red Sea and the Dead Sea, which border on Israel, Jordan and the Palestinian Territories, called 'The Peace Canal'. A meeting of Euro-Mediterranean foreign ministers, crucial for the UPM, is to be held in Marseilles on November 3-4 to decide on fundamental issues including the headquarters, composition and powers of the secretariat general, which will be in charge of handling UPM projects. Taking part will also be Arab League secretary general Amr Mussa, who said that he is "amazed that certain European countries take the Israeli point of view."

(ANSAmed) - RENDE (COSENZA), 24 OTT - Dopo che l'Unione Europea ha privilegiato per anni l'integrazione dei Paesi dell'ex blocco sovietico, "oggi è necessario puntare alla collaborazione con i Paesi del Mediterraneo", e occorre farlo con una posizione "unitaria e coesa". Parole di Pier Virgilio Dastoli, direttore della Rappresentanza italiana della Commissione Europea, che ha voluto così sottolineare come, dopo il mancato raggiungimento degli obiettivi del "processo di Barcellona", sia stato deciso "di ripartire oggi con l'Unione per il Mediterraneo (Upm), lanciata lo scorso luglio nel vertice di Parigi". Dastoli ha ricordato che ai primi di novembre, a Marsiglia, l'incontro dei ministri degli Esteri dell'Unione per il Mediterraneo affronterà già aspetti istituzionali e operativi. "Un accordo non sarà facile - ha osservato - ma da esso dipende la possibilità di far partire i progetti". Nei rapporti tra Europa e Sud del Mediterraneo, Dastoli vede in primo piano problemi come quello "dell'inclusione degli immigrati, del dialogo tra le religioni, della necessità di garantire diritti come l'informazione, la libertà di espressione e di associazioni, i diritti legati a una società di stampo democratico". MED UNION: DASTOLI, EU TO REACH GOALS WITHOUT DIVISIONS
(ANSAmed) - RENDE (COSENZA), OCTOBER 24 - After the European Union for years privileged the integration of countries of the former Soviet Union, "now it must aim at collaboration with the Mediterranean countries", and do so from a "united and coherent" position. Pier Virgilio Dastoli, director of the Italian Representation of the European Commission, said this, underlining that, after not reaching the objectives of the 'Barcelona process', it has been decided to "restart today with the Union for the Mediterranean (UPM), launched in July in the summit of Paris". Dastoli reminded that in early November, in Marseille, the meeting of Foreign Ministers of the Union for the Mediterranean will deal with the institutional and operational aspects. "An agreement will not be easy" he observed "but the possibility to get the projects going depends on it". In the relations between Europe and the southern Mediterranean countries, Dastoli sees problems like "integration of immigrants, inter-religious dialogue, the need to guarantee rights like information, freedom of expression and association, rights related to a democratic community". UNIONE MED: APEM A MINISTRI ESTERI, PIU' POTERI A PARLAMENTI
(ANSAmed) - BRUXELLES, 13 OTT - L'Assemblea parlamentare euro-mediterranea (Apem) ha chiesto ai ministri degli Esteri dei Paesi dell'Unione per il Mediterraneo (Upm) più poteri nonché una base legale che sancisca il suo ruolo di braccio politico dell'Upm. I rappresentanti dei Parlamenti delle due sponde, riuniti in sessione straordinaria ad Amman, hanno approvato un documento da sottoporre ai ministri degli Esteri Euromed che si riuniranno a Marsiglia il 3 e 4 novembre prossimi: "Chiediamo ai ministri che l'Apem diventi parte integrante dell'Upm, in quanto sua dimensione parlamentare", si legge nella dichiarazione. Per i deputati, guidati dal presidente del Parlamento Ue, Hans Gert Poettering, i ministri devono fornire "una base legale che stabilisca modi e tempi degli incontri delle due istituzioni (Apem e Upm)". L'Apem intende svolgere un "ruolo consultivo", non vincolante, ma che obblighi i ministri e i capi di Stato dell'Upm a tenere conto delle sue risoluzioni e raccomandazioni nell'agenda delle loro riunioni.(ANSAmed).

MED UNION: EMPA ASKS FOREIGN MINISTERS FOR MORE POWERS
(ANSAmed) - BRUSSELS, OCTOBER 13 - The Euro-Mediterranean Parliamentary Assembly (EMPA) has asked the foreign ministers of the Union for the Mediterranean (UfM) for more powers as well as the legal basis to sanction its role as their political arm. At a special meeting of the EMPA in Amman, representatives of the parliaments from both sides of the Mediterranean have approved a document to submit to the Euro-Med foreign ministers, who will meet in Marseille on 3 and 4 November: "we will ask ministers to make EMPA an integral part of the UfM, in terms of its parliamentary dimension". The ministers of the UpM must provide the deputies of EMPA - led by the President of the EU Parliament, Hans Gert Poettering - with "a legal basis, setting the nature and the timescale of meetings between the two institutions". EMPA intends to carry out "the role of consultant", which is not binding, but obliges the ministers and heads of state of the UfM to take note of their resolutions and recommendations on the agenda of their meetings.

(ANSAmed) - BRUXELLES, 13 OTT - L'Unione per il Mediterraneo (Upm) deve proporsi come mediatore per il conflitto in Medio Oriente e la comunità internazionale deve continuare a sostenere anche economicamente l'Autorità nazionale palestinese (Anp) e il suo cammino verso la costruzione di uno Stato indipendente. E' quanto chiede l'Assemblea parlamentare euro-mediterranea (Apem), riunita in seduta straordinaria ad Amman. Secondo la dichiarazione approvata dai rappresentanti dei Parlamenti delle due sponde del Mediterraneo, guidati dal presidente del Parlamento Ue, Hans Gert Poettering, le misure per rivitalizzare l'economia palestinese, decise dal Quartetto assieme ad Israele e Anp, "sono un passo positivo ma non bastano se non si valuta la loro efficacia". Per questo l'Apem chiede che vengano stesi dei "rapporti periodici sui progressi dei programmi di sviluppo". L'Assemblea chiede inoltre ad Israele di "congelare le attività di insediamento nei Territori e smantellare gli insediamenti illegali costruiti dal marzo del 2001".(ANSAmed).

MED UNION: APEM, UPM SHOULD BE MIDEAST PEACE MEDIATOR
(ANSAmed) - BRUSSELS, OCTOBER 13 - The Union for the Mediterranean (UPM) should put itself forward as mediator in the Middle East conflict and the international community should continue to support the Palestinian National Authority (PNA) financially in its progress towards constructing an independent state. This is what the Euro-Mediterranean parliamentary assembly (APEM) has requested in an extraordinary meeting in Amman. According to the statement approved by representatives of Parliaments from the two shores of the Mediterranean led by President of the EU Parliament Hans Gert Poettering, the measures for reviving the Palestinian economy decided by the Quartet together with Israel and the PNA "are a positive step, but will not be enough if their efficacy is not evaluated". For this reason the APEM has asked that "periodic reports on the progress of the development programme" are published. The Assembly also requested that Israel "freeze its settlement activity in the territory and dismantle the illegal settlements built since March 2001".

UNIONE MED: COMITATO REGIONI UE,RAFFORZARE RUOLO ENTI LOCALI
(ANSA) - BRUXELLES, 9 OTT - Il Comitato delle regioni dell'Ue ha approvato oggi il parere di Isidoro Gottardo, deputato del Pdl, sul ruolo delle Amministrazioni locali nel progetto di Unione per il Mediterraneo. Il documento di Gottardo ha l'obiettivo di definire il ruolo di manovra che gli enti locali devono avere nel processo di creazione dell'Unione per il Mediterraneo perché "regioni e città sono attori fondamentali nella costruzione di questo progetto", ha spiegato il relatore. Il parere di Gottardo, consigliere comunale di Sacile (Pordenone), propone in particolare "di studiare la fattibilità, a partire dal 2013, di una politica di fondi strutturali adatti al contesto mediterraneo". Il parere di Gottardo ripropone anche un'idea già lanciata in seno al Comitato: quella di creare un'Assemblea regionale e locale euro-mediterranea (Arlem) che dovrebbe essere "una piattaforma permanente di dialogo, di scambio e cooperazione".
