PREPARATORY MEETING

OF THE REGIONAL EUROMED AUDIOVISUAL II PROGRAMME


Brussels, 9-10 July 2003

OPERATIONAL CONCLUSIONS

This meeting is the result of a process of in-depth consultation started several months ago with the mid-term evaluation mission of the Euromed Audiovisual I Programme and the identification mission of the Euromed Audiovisual II Programme in the twelve Mediterranean Partners.

Professionals of the audiovisual sector in the Mediterranean Partners and Euro-Mediterranean public sector representatives met on 9 July in order to take stock of the achievements of the Euromed Audiovisual I Programme and to discuss the guidelines for the future programme. The meeting continued on 10 July with representatives of national institutions of the Mediterranean Partners and the Member States of the European Union in a spirit of strengthened partnership.

During these meetings, certain clarifications on the respective roles of the National Indicative Programmes and the Regional Indicative Programme were provided by European Commission representatives.


During these two days, a broad consensus emerged on the following points:

· SUPPORT FOR THE PRESERVATION OF AUDIOVISUAL HERITAGE
This concerns preservation, restoration, archiving and enhancement of radio, television and cinematographic archives.

· SUPPORT FOR DEVELOPMENT
The development part of an audio-visual project in the production process was mentioned as an important aspect to be supported, as it is often a major obstacle, in particular for the Mediterranean Partners.

· SUPPORT TO DISTRIBUTION, PROMOTION AND EXHIBITION
Rather than supporting the production which involves primarily either state-run structures, professional bodies, or bilateral co-operation tracks, it is expected that Euro-Mediterranean regional co-operation financed by the European Union concentrates on an often neglected but essential sector for circulation and broadcasting of works. This is why participants wish to encourage support for promotion (for example: access to the European cinema and TV film markets for Southern Mediterranean professionals, Southern Mediterranean film festivals in the EU, etc.), for distribution both in the Mediterranean Partners and in the EU Member States and for exhibition both in the Mediterranean Partners and in the EU Member States.

· SUPPORT TO TRAINING
This field is unanimously accepted. It is advisable however to specify its content.
Marginally, it could concern initial training, the most important topics, for all the participants, being:

Ø Training of trainers;
Ø Training of technicians in the new digital technologies;
Ø Audiovisual technicians´ training (sound engineers, cameramen, light engineers, etc.) for cinema, television and radio;
Ø Producers´ training (legislation, contracts, financing);
Ø Training for distributors and cinema owners (promotion, distribution, market research);
Ø Training for authors and film directors;
Ø Specific training for designers and directors of programmes aimed at young people;
Ø Documentalists’ training.

· SYNERGY & COMPLEMENTARITY
It is important to consolidate the successes of the Euromed Audiovisual I projects by inviting their co-ordinators to strengthen their complementarity. Similarly, it is advisable to promote the synergies of expertise that exists among Mediterranean Partners.



The participants agreed on the importance of continuing Euromed Audiovisual I project activities within the Euromed Audiovisual II Programme, while adapting them or enlarging them, if necessary, such as:

· MEDEA (development of audiovisual projects including producers´ training);
· CAPMED (extended to cinema and radio heritage);
· EUROPA CINEMAS (extended to the distribution of Southern Mediterranean films in the EU, the training of distributors and exhibitors, support for festivals in the Euro-Mediterranean region and professionals’ participation in markets);
· CINEMA MED ("Aristote" sub-project - training of authors/scriptwriters).

New actions were proposed for Euromed Audiovisual II:

· Training projects: These projects should be able to incorporate training in all the fields referred to above, and training in cartoon making to ensure the sustainability of the innovatory EUROMEDIATOON action.
· Projects centred on youth: These projects would concentrate on proposals for radio and television programmes aimed at children by stressing the transfer of know-how.


Participants welcomed the opportunity offered to them to meet and exchange their views thoroughly. They also agreed to form a "focal point" network, which could meet at future annual conferences of the Euromed Audiovisual Programme.


A number of ideas put forward during these days seem to deserve further study. These are:

· The study of the Euro-Mediterranean partners’ national legislative frameworks as regards the audiovisual sector;

· Access to these national legislative frameworks on a single Web site.



This being a € 15 million programme, the European Commission will study the feasibility of financing the above on the basis of the costs associated to each proposal.
