THE COMMITMENT OF THE GOVERNMENT BESIDE THE REGIONS OF THE SOUTH FOR THE INTERNATIONALISATION


The Ministries of Foreign Affairs and Productive Activities have jointly elaborated the “Operational Project of technical assistance for actions related to economic and cultural internationalisation in Objective 1 Regions”, called Italia Internazionale. Sei Regioni per Cinque Continenti.
The project becomes part of the whole Community Set of supporting initiatives and has 34,965 millions euros available, which will be used to develop the planning and technical abilities of the Southern Regions, favouring a better attitude towards the integration with foreign markets at a macro-regional and worldwide level.

The Ministries jointly perform checking and monitoring activities concerning the project.
A specially-created Internationalisation Technical Unit is used in order to achieve the established aims. The Unit works in cooperation and synergy with ICE and with the Istituto Diplomatico “Mario Toscano”, operating on special purposes (see attached prospectus).

The Project represents an important tool to strengthen the strategic context in which the increasing economic and cultural dynamism of the South can find better developing opportunities. The technical assistance actually represents a key factor of induced growth, aimed at encouraging larger investments and creating those cultural and knowledge conditions, which are essential to improve services and system efficiency of Objective 1 Regions.

The main guidelines of the Project are the following:

" Defining strategies for regional internationalisation
" Developing awareness of existing opportunities within the international markets (actions of multi- regional systems and scouting)
" Strengthening computer and information networks
" Creating Regional technical assistance facilities
" Expanding communication and promotion activities concerning internationalisation opportunities
" Training

In this context, according to the agreement signed today by the Ministries and ICE, the scouting actions in foreign markets and the institution of the regional facilities are being started.

SCOUTING ACTIVITY

Knowing the opportunities offered by foreign markets represents a priority in order to improve exchange activities and international growth of enterprise systems, especially of small and medium-sized companies.

ICE will carry out, through its foreign offices, a survey concerning these opportunities in order to grant its contribution and guide the internationalisation choices of Southern Regions.
ICE will analyse market trends in specific fields, sectors and districts for each country and will develop feasibility studies about possible partnership projects.

In this way, the Regions of the South will have at their disposal an analytic and systematic country-related and at the same time overall view, which can enable them both to develop supporting and promoting policies and to establish and enhance lasting relationships of institutional support to the internationalisation of the local entrepreneurial system.

REGIONAL FACILITIES

The facilities distributed in each Region Objective 1 are working local units aimed at providing technical support to regional administrations.
Each facility will see the presence of three experts who will assist the Regions in their planning, identification and implementation activities related to internationalisation actions, providing specific skills and knowledge.
Facilities will represent a physical reference point for the whole technical assistance provided within the Project and their experts will work jointly with the regional branches for internationalisation (which have already been instituted by the MAP and the Regions) and with the experts of the Project Technical Unit.

The procedure to select the experts will be public and will use the database created on the Web site of the two Ministries, called Roster Esperti.

The Facilities will also play an essential role in the scouting activity, since they are, together with the Southern Regions, the addressees of feasibility studies and reports. So they will be enabled to perform a matching function between the potentialities identified abroad, the opportunities identified by the Technical Unit all over the regional territories, and the regional planning.
